Good News: President Duterte Approves Law Prohibiting Hospitals To Collect Deposit Or Advanced Payments During Emergency
The Batasan Pambansa 702 that prohibits hospitals to demand deposit or advanced payment for confinement or patient’s treatment during emergencies has been officially signed by President Rodrigo Duterte. The law was authored by Quezon City Representative Kit Belmonte.
Any hospital and clinic that will violate against Republic Act 10932 also known as the Enhanced Anti-Hospital Deposit Law will receive stiffer penalties.
When the hospital or clinic can’t the necessary medical assistance, the said law allows attending physician to transfer the patient to a facility or room that could give the adequate and appropriate care required for the patient’s condition. The law also states that in case of ambulance absence, government vehicles shall do the job without any fee required.
Stiffer penalties include 6 months to 2 years imprisonment and will pay a fine of P100,000 to P300,000. In the case of a director or hospital staff, the penalty will be 4 to 6 years imprisonment and P500, 000 to P1 million fine. If the hospital or clinic violated three times, the Department of Health shall revoke the health facility’s license to operate.
